I am informed by the Secretary to the Governor
General that information would be of value to the Government of the
Philippine Islands whether any of the coalships which have left
Manila, the names of which were stated in my letter to Your Excel-
lency of October 15th have been captured and whether they had on
board at the time of capture a cargo of coal.

The reports received respecting these vessels are
(1). "Rio Pasig" reported in the Press captured with coal.
(2). "Machew" reported by British Consul-General at Batavia on
October 22nd to be at Sourabaya, having arrived September
4th. This was her ostensible destination. He had no
information whether the "Tsintau" and "Locksun" had been
at Menado. No German ships weree there on October 22nd. (3). "Tsintau" returned to Philippine Islands in ballast and
is now at Cebu.
(4). "Locksun" reported to have arrived at Honolulu in company
with the German warship "Geier".
I ascertained from His Majesty's Consul-General at Bangkok that the "Anghin" which sailed September 4th had not arrived at that port up to October 16th.
There remains unreported only the S.S."Hoerde" which sailed from Manila on August 31st ostensibly for Guam.
I requested official information respecting the investigation which was to be made by the Authorities here into the movements of the S.S."Tsintau" since leaving Manila on August 16th and until her return to Cebu on October 12th. I was yesterday informed by the Secretary to the Governor-General that information, His Excellency
